Program Manager/Master Scheduler for the Project Scheduling, Process, and Program Management Support Task 

Description
Provide a range of program management and master scheduling services to a Chief Information Officer of an information technology agency including Project Milestone, Dependency, and Integrations Tracking; IT process definition and execution; and IT program and portfolio management support. This location is metro accessible with many onsite amenities.

Responsibilities:

Master Project Scheduling
  • Provide guidance to stakeholders on how to document milestones using the Innotas tool
  • Enforce that milestones are being documented properly and updated on a regular basis
  • Help define a consistent list of milestones to be document for each project type
  • Report on cross-project and cross-program dependencies
  • Provide weekly milestone reports of upcoming, completed, dependency driven, and late milestones
  • Identify and report on external dependencies 
  • Develop SOPs for milestone management
Program Management
  • Administer MS Project Server including user administration, system integration, custom report and dashboard development, and definition of custom fields and screens 
  • Analyze the overall status of the portfolio and assist with developing reports and presentations for executive staff on the portfolio
  • Provide recommendations improvements and program status reporting.
  • Assist with risk reporting and improving risk processes
  • Develop training, FAQs, and How-to’s for risk and management tracking
  • Develop risk and milestone management standard operating procedures
Process Improvement
  • Define, execute and enforce all stage gates including, but not limited to, Project Planning, Release Planning, Test Readiness, and Operational Readiness.
  • Run all Stage Gate meetings
  • Ensure all artifacts for Stage Gate meetings have been submitted prior to the meeting
  • Make recommendations to Federal staff on improvements to the Stage Gate process and execute on approved recommendations
  • Work with the Quality Assurance Team to capture relevant metrics on Stage Gates
  • Understand and champion the Agile processes
  • Understand, champion and be part of the DevOps/CI/CD process
  • Provide expertise on how the process improvement will evolve as part of DevOps
Basic Qualifications:
  • Years’ Experience: 10 years of progressive program management and master scheduling experience supporting information technology projects with the last three years supporting projects working in the Agile or DevOps environment for a focus on continual improvement
  • Education: Bachelor’s Business or Public Administration; an advanced degree is a plus
  • Certifications: Project Management Professional (PMP) required and Certified Scrum Master and/or Certified Scrum Product Owner with experience in Agile project management (required)
  • Tools: MS Project, MS Project Server (with administrative experience), Innotas, and Jira
