Technical SME - Cancer Registration System Design
Provides subject matter expertise in the areas of classification of diseases, cancer staging and treatment, coding systems and standards and cancer registry software development and implementation. Provide technical, managerial, and administrative direction for problem definition, analysis, requirements development, and implementation for complex to extremely complex systems in the public health field. 

Responsibilities: 
  • Provide ongoing technical support for customers using key Registry Plus tools (Abstract Plus, Web Plus, eMaRC Plus, Data File Mapper Plus, Prep and CRS/TLC Plus, Link Plus, Registry Plus online help and Registry Plus Utility programs).
  • Serve as primary point of contact for many of the Registry Plus applications.
  • Develop tools and methods to streamline support for customers using the Registry Plus products.
  • Use expert level knowledge of HL7 and Clinical Document Architecture (CDA) to evaluate HL7 messages and CDA documents prepared by pathology laboratories and EMR/EHR vendors; develop and support applications to parse and process HL7 messages and CDA documents.
  • Present and train on NPCR/CDC applications at conferences and showcases.
  • Work with CDC staff and the Integrating the Healthcare Enterprise (IHE) at the Connectathon event to test applications with vendors for compliance with several Health IT (HIT) standards.
  • Lead a team in the systems design and application support for CDC/NPCR software including: Abstract Plus, Web Plus, eMaRC Plus, Data File Mapper Plus, Prep and CRS/TLC Plus, and Registry Plus Utility programs based upon a set of priority lists.
  • Actively participate in Developers Meetings and contributes to the feature sets for enhancements of Registry Plus products.
  • Prepare both technical documentation for customer-based IT support staff and training materials for end users of Registry Plus products.
Requirements: 
  • Bachelors in Computer Science 
  • 10+ years of experience in public health and cancer registration system design and development.
  • 2 years of experience with using international standards in public health cancer registry systems within the Integrating the Healthcare Enterprise (IHE) domain is a requirement for this position.
  • 10 years of experience in cancer registration system design, proficient using Unified Modeling Language (UML) modeling, and over five years developing Windows applications in .NET environment, preferably in VB.NET.
  • Ability to work in an Agile development environment with other developers and subject matter experts.
  • Skilled in the .NET technology and have expert level knowledge of VB.NET, MS SQL Server, Java Script, and AJAX and at least (15) years of software development experience.
  • Knowledge of confidentiality and IT security practices.
  • Experience with: LINQ, creating web services, SQL Server Reporting Services, and Unified Modeling Language; XML skills including XML Schema Translation and XML Schema Definition are highly desired.
  • Experience with C# and Java is preferred.
  • Strong interpersonal skills with group facilitation leadership capabilities.
