As a part of our overall program and project management service offering we’re seeking experienced project management experts who are interested in a dynamic environment rich with opportunity for professional growth through client site service delivery as part of our team of program management professionals.

The Program Manager will provide expert level project management support on assigned CQA IT projects, working closely with the project team, SE&I, OIS, etc. The experienced IT PM will follow the eSDLC process and work with the team to develop all required artifacts. The IT PM shall lead multiple project teams and be well versed in handling multiple projects at one time.

The IT PM will coordinate with all technical and interfacing teams to ensure successful integration to meet the business requirements and project schedule. The IT PM shall make recommendations to the Portfolio Manager on standardizing certain processes based on best practices. They shall also provide guidance to Project Management Specialists and help facilitate consistent use of PM best practices in the office.


  • Apply knowledge, skills, tools, and techniques to program activities with the intention of improving an organization’s performance.
  • Plan, lead, organize, monitor, integrate, and manage program-related project to accomplish the program goals.
  • Apply knowledge of the principles, methods, and/or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting work deliverables and contractor progress.
  • Lead, manage, and oversee the various project aspects including but not limited to project management, planning and scheduling management, change and configuration management, quality control and assurance management, risk, Information and communications management, metrics management and team management
  • Manage project managers and technical writers in assigned division(s). Responsible for the overall direction, coordination, and evaluation of these units.
  • Coordinate with client for work assignments; match the responsibility to the person; ensure client set expectations are met; monitors delegated activities; provide recognition for results. Include staff in planning; take responsibility for subordinates’ activities, and inspire the trust of others. 


  • Project Management Professional (PMP) certification by Project Management Institute (PMI) or equivalent certifications (e.g., ISO, IPMA, APM), a minimum of a Bachelor’s degree, PMO experience and at least 10 years direct work experience as a program manager including all aspects of process development and execution. 
  • Must have experience in program and project management for federal contracts in the fields of Information Technology, IT Security, and Operations & Management. Areas of experience useful for this assignment include  Project Management,  Certification & Accreditation, Applications Development, Security Policies/Procedures, Security Planning, large IT portfolio planning including budgeting, reporting, consolidation, operations, and strategic planning. 
  • Must have a strong sense of client/customer relations in order to fully understand, implement, and manage projects, of various sizes, scope, and complexity while maintaining client relations and expectations.
  • Must have a collaborative approach to delivery, leadership, problem solving, customer and program management, will build and strengthen client relationships, and provide expert advice and tactical support.
  • The ideal candidate must be a technologically adept individual.
  • Must be qualified to meet the requirements of a full background investigation to obtain a security clearance.
