Responsibilities:
  • Provide technical writing support according to Federal and Industry’s Best Practices standards and practices, including Plain Writing to develop various artifacts and documents related to Economic data and Business Case investments
  • Create, review, edit, and revise any and all documentation necessary in support of new investments.  All artifacts documentation shall be developed in compliance with the eSDLC and/or Program Life Cycle framework  
  • Provide support to address the full scope of portfolio management, and project management activities for all IT investments
  • Comply with the guidance and directives outlined for the Enterprise Systems Development Lifecycle (eSDLC) and the Program Life Cycle
  • Develop and maintain the following artifacts:  Detailed Business Proposals, Charters, Project Management Plans (PMPs), Business Case, Independent Government Cost Estimate (IGCE), Program Budget/Spend Plan, Analysis of Alternatives Report, Concept of Operations, Program Baseline Plan, Technical Readiness Report, Risk Report, Acquisition Strategy, and any other required artifacts as prescribed by the eSDLC and PgLC framework
  • Monitor and advance all activities via a project schedule, project schedules will be updated and statuses weekly, and project progress 

Qualifications:

  • Bachelor’s Degree in a related field
  • 6-8 years of relevant professional experience, preferably in a technical writer role
  • Experience developing, augmenting and updating artifacts, inclusive of program/project management artifacts (e.g. Program Management Plan, Program /Project Charters, Detailed Business Proposals, Scope Management Plan, etc.) according to the Program Life Cycle (PgLC) and project System Development Lifecycle (SDLC)
  • Experience with business capital asset planning, specifically major business cases as identified in OMB Circular A-11, Portfolio management, facilitation, data analysis and technical writing
  • Experience with OMB Exhibit 300, including but not limited to, drafting, refining, and executing the various OMB required Artifacts (e.g. Project Charters, Risk Management Plans, Program Management Plans, Cost Benefit Analysis, Post Implementation Reviews, and Security & Privacy Assessments)
  • Full understanding of Information Technology Service Management (ITSM) theory and practices
  • Knowledge of Capital Asset planning and management
  • Experience with risk mitigation plans, contingency plans, risk registers, issue management plans, and risk management plans
  • Knowledge of SharePoint and its content management system capabilities
  • Strong analytical, data gathering, and creative problem solving skills
  • Experience building strategic partnerships, facilitation, and teambuilding
  • Effective oral and written communication skills
  • Demonstrated teamwork and collaboration, in a professional setting, with senior management, customer and working staff
  • US Citizenship
  • ITIL v.3 Foundations
